I found Flash.ocx and and other application files related to flash player within WinSxS folder in C drive. Also some manifest files. Is it necessary to remove these files or folders from WinSxS? Are the any impact if we remove these files manually from WinSxS. Also if we keep this files as it is, are there any security risks even though the software is not actually installed.

it's not necessary to remove them, and if you have animate or flash app's installed, it may cause problems.

to test, rename the files (with something easily reversible), and if there are no problems after your normal usage, you can then delete.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
