I don't see a way to add af to my account. I pay monthly for procc and want to add af.

If you don't see After Effects listed in the Creative Cloud software, it's because your system does not meet the minimum requirements: Adobe After Effects CC - Tech specs

Not it. I see it fine and am trying it. I didn't want to "try" it but don't see a way to add it to my plan or how that would work/cost, etc.
