I purchased Adobe Lightroom from Amazon and it wont launch. Do I have to have the cloud?

I purchased Adobe Lightroom6 from amazon.  It looked like it installed, but wont launch.  I rebooted the computer and it still wont launch.  I dont have the creative cloud...do I need it?

do you have a 64bit os/computer?

if yes, do you have the option to 'ignore' the warning?

if yes, ignore it and install anyway.

if you have 64bit win 8, update to 8.1

I am running windows 8

it says installer detected the machine may need a restart. restart machine and try installing again.

I have rebooted my computer 3 times and done an install and it wont launch.
