Install lightroom outside of Creative cloud

I would like to install Lightroom on my HP laptop, not via Creative cloud. I have paid a licence, but I am unable to use through application (only via web), due to blocked creative cloud. How do I install?

If you have a subscription product, Creative Cloud must be installed, working, and able to connect to the internet.
