I bought my Photoshop elements 7.0 in 2009 and I have used it and installed it on a lot of other laptops and computers and I have never had a problem with it so far. I just got a new laptop with windows 10 and I am trying to install it on my new laptop.. It installs on my laptop just fine, but then it ask me for my serial number and I put it in, and it keeps telling me that it isn't valid.. I got the number off my account and its also on my program on my other laptop, so I have the correct serial number, but its just not accepting it.. I chatted with an operator and he sent me here.. Can u guys help..I use this program for work..Thanks

This should help. Contact Adobe by chat during business hours to reset the activations.

You mentioned activating on "many computers". You are basically allowed 2. Activating without deactivating might give Adobe the impression that you are passing the number around.

Could be a Windows 10-specific issue. (Wouldn't be the first time; other users of other apps are having issues installing older apps in Windows 10 as well.) I'm surprised you even got it installed.
Did you try running it in compatibility mode yet?

Yeah, Its completely installed and just asking my serial number, but I put it in and it says invalid..I have friends that have windows 10 and use the same program with no problem

Definitely try what Gene suggested; de-register on the older systems if you can. (Believe it's via Help > Deactivate on the menu bar.) Elements should have alerted you that you had too many activations though.

How do I deactivate? Its only on 1 other computer now. The other computers and laptops that I used it on are no longer working and have been thrown away.. I'm worried to deactivate it on my other laptop, in fear that it still wont work and then It might not let me re-install it on the other laptop either

Via "Help > Deactivate" on the menu bar in Elements.
I still find it odd that Elements didn't warn you with the "too many activations" dialog. You said you contacted Adobe via chat?

no, they didn't warn me.He acted like he new nothing about photoshop and just told me to go to the forums.I wish they would have told me.. I bought it in 2009 and of course I've changed computers a few times since then, like most people do after that length of time..

Were you able to resolve the issue installing Elements 7.0? As Warunicorn indicates, Elements 7.0 may not function on a brand new operating system since it was originally optimized for Windows XP and Windows Vista. That said, since you are getting an invalid serial number error message, you may want to try the troubleshooting steps in these documents:
Given that you have previously installed on other computers, it could be, as Gener7 suggests, an activation issue. Adobe software can be activated on two computers at once, so if you threw out your old computers without deactivating, that could prevent reinstallation. Typically, however, you would indeed receive an error message along the lines of "This serial number is already used by the maximum number of computers." More information is available here: "Activation limit reached" or "Sign-in failed error" with Adobe apps.
If it is an activation issue, please re-contact Adobe chat by clicking the blue "Still Need Help?" button at the bottom of this page: Contact Customer Care. Chat representatives are not able to help with technical troubleshooting of older software, which might be what the representative you spoke with thought you were requesting. However, they can confirm your registered serial number and also reset your activations if necessary.

If everything else fails, try this and start from the beginning:

(The problem I had was not similar, but kind of related to your issue. Photoshop Installer was failing due to registry problem)
