Lightroom keeps installing to the default install location even though I have a specific install location set in the application manager. Is there a fix for this issue?

I am having this problem as well. Most everybody uses a SSD for their operating system.
Many of us wish to have the entire suite of applications and this is not a realistic option with a small, solid-state drive.

Please, let me introduce the issue with a quote:
Lightroom must be installed to your local drive and can't be installed to custom location like other Creative Cloud apps. Lightroom always installs to the default location and disregards any preference you select for a custom location. This behavior is as designed.
It does seem that your last move, answer, solution to the problem is, then, "This behavior is as designed".
When I say, that most of the issues with the Adobe CC is answered in this forum with "links to useless KB/tutorial/FAQ", you give me right.
Can I simply say, that "this behavior is NOT designed". I'ts a fail after all. An error, a mistake, a bug, take your word, but it's simply not normal.
If I want to install something somewhere, if I pay to, then the answer cannot be "This behavior is as designed". Simply : undesign it, or correct it, take your word,
but stop try telling people they're missing the point. You are missing the point.

For 6 months I have been enjoying my new Win7 64 bit fast computer. OS is 128Gb SSD. I have kept everything not OS off it. Then I joined CC. Yep just like what seems tons of others - now I have like almost nothing left on OS Hard drive due to AdobeCC installations. FYi Google Chrome also won't offer choice of instal either. I really dislike this behavior from something so expensive - and I echo all the rest - having a "small" SSD for the OS is very common. I want , no I need a fix. MY alternatives are spend money and hours and hours swaping things around.

I don't know if this is a Windows 7 / 8 Problem but it seems even the Adobe staff is not getting hold of this problem.
Already contacted Adobe twice about the problem that the CC is installing to C: despite the fact I told CC to install to a different drive. It seems some apps are okay with the location (Acrobat) but most of the common apps like Photoshop, InDesign etc. install to C:
Quite annoying to pay for this mess and Adobe not doing anything against it but posting some FAQs not helping at all. CC Cleaner is also not working for me on Win 8.1

This is the most pathetic way to solve a problem I've ever seen. Adobe disregards the issue by saying that the error should be "as designed". At least other company admits that they are wrong and try to fix it.

Got the same problem, I have an 128GB SSD for my OS, partitioned with Linux and Windows 7, which lefts me quite little free space. Big applications are installed on a second SSD drive.
I've just purchased Lightroom + Photoshop plan, there is no way i can install Lightroom on the second SSD.
I just can´t believe that such an annoying and limiting bug cannot be fixed quickly, and I'm astonished by the behavior of Adobe team... I mean, really, is that an "as designed" feature of Adobe product? Are you really taking us for dumb idiots?

A list of system requirements can be found at System requirements | Creative Cloud. Please be aware that many of the hard drive space requirements are cumulative. Shared resources are utilized between applications when possible.
If you are facing hard drive constraints you can adjust your system variables to move the User folder and temp directories to your external hard drive.

So far Lightroom 5 and Illustrator totally ignored the install location I specified. I'm down at less than 10GB now on my C: drive. Edit: looks like Illustrator ended up right. So, I'll just uninstall LR for now..

The answer is that it is working as designed. That is a sad answer. Please redesign it. I cannot back up my lightroom catalog on my D drive because it wants to use temporary space on my C drive. I don't have enough temporary space on my C drive so I'm trying to clear it by installing all my programs on my D drive. I'm also trying other things but man, this is poor design and needs to be changed. Or at the very least, please explain why THIS program MUST run on the C drive.

I too have the same issue, I use a small fast SSD for my OS Drive and I am in dire need of LR to stay off my C drive for space and back up reasons.
The fact that this is "as designed" in this age of OS only drives, multiple drives, custom configs for workflows, etc. reflects very poorly on the Adobe dev team and quite frankly, pisses me off. This failing reeks of engineer driven design, the END USER is what matters in software development and this issue is long overdue for a fix.

Paul, I posted this the other week.
Until they have it fixed, this is a work around, that works.
Also, Adobe has viewed my video, and posted on Twitter, that they are working on resolving this issue now.
