LR Classic 14 Upgrade is not available in my version of Creative Cloud

My version of Creative Cloud does not show an upgrade to LR Classic 14.  A number of other members of my camera club also do not see the upgrade.  However some members apparently have been able to upgrade.  What's going on, Adobe?

Try updating the Creative Cloud app.

The latest version of Lightroom Classic is 11.4:

in addition to the two above response, all adobe updates roll-out to the various adobe servers over a 1 to 2 week period of time, so it's always true that some people see updates listed in their cc app before others.
