msxml6 errors while loading Premiere elements on XP SP3

trying to install Adobe Premier elements 9 direct from DVD on my Dell Optiplex GX620 running XP SP3, install runs almost complete but stops at this error message, then rolls back install. “A network error occurred while attempting to read from the file D:\Adobe Premiere Elements 9\MSXML\msxml6[1].msi”. my PC is standalone and not on a network. SP3 and msxml files are  uptodate. Whats the fix?

thanks, i read the thread, is there a specific fix? i see a lot of possiblities, but i am not a computer expert so i need specific direction. Getting frustrated with Adobe product..... shouldnt be this difficult to load and set up.
