How do I change over to a new desktiop machine?  Do I jusrt dwnload?  Or do I have to remove CC from the old computer first?

This article might help https://helpx.adobe.com/download-install/using/download-install-new-computer.html You just need to download and install on the new computer. You can sign out on the old computer to let Adobe know you're no longer using it as described in the FAQ at the bottom of the article.
