Newly Installed Photoshop Elements 15 Won't Start (Windows 10)

Hi all,

I recently installed Photoshop Elements 15 on my HP Envy 15T Notebook (with Windows 10), but the program fails to start-up. I installed it twice already, each time producing the box in the attached screen grab. I'm not quite sure what the issue is and am not too familiar with all the system files in the folders...I purchased the software from Costco and used the included disc (the windows disc) to install the program. If anybody has an idea as to what I should do, it would be very much appreciated!!

Sorry to offer no help, but I had the same problem.  Spent 8 hours on the phone with tech support and it is still not 100% working.  To make matters worse, all of the tweaking tech support did to my system files just to get Elements running caused every printer on my system to crash.  They even tried to tell me that I had to abandon my AT&T ISP, disable my firewall, and use a public network!  What kind of tech support is that!
