can you check if that ability has been removed.  ie, disconnect your computer from the internet (and confirm by trying to use a browser), and then launch the install of pse.  see if at the Serial Number Validation screen you have the Trouble Connecting To The Internet option.

Jeff, the document may no longer be available, but the offline activation tool is still available at https://adobe.ly/3IO3m8X.

Elements 2024 and 2025 are subscription offering, so the document may have been removed to reduce confusion. ^JW

@Peru Bob The link is still working for me at https://exception.licenses.adobe.com/aoes/aoes/v1/t1?locale=en&linkId=100000387355929 when I try on or off the Adobe local network.

@Jeffrey_A_Wright

My regular Chrome window gives the error.

In Firefox or if I use an incognito window in Chrome, it opens OK.

Thar's odd.

Thanks for the update, PeruBob, I am glad it is still working, just not in all browsers.

It worked for me here on Chrome on Mac OS, so maybe it is specific to the installation of Chrome on the local computer? ^JW
