No matter how many times I uninstall all apps including Creative Cloud. I keep getting this prompt that it is trying to uninstall. If I click any of these options, it has an error and loops back to this.
Hodges3902, as a next step please try reinstalling the Creative Cloud desktop app using the process listed in Learn how to download your Adobe Creative Cloud app while Windows 10 is in Safe Mode.

Hodges3902, how is the uninstall of Photoshop CC beginning? Does the uninstall process happen as soon as you start up Windows? Did you use the process listed in Uninstall or remove Creative Cloud apps to remove Photoshop CC?

Even when Creative Cloud is closed, it will initiate this process. I have
tried that. I have completely wiped all Adobe products from all my drives
and as soon as I download Adobe CC again, it starts doing this again.

Hodges3902 do you have an individual membership? Are you installing the Adobe Creative Cloud desktop application on a computer that you personally manage? What version of Windows are you installing on?

I have an individual membership. I am installing it on my personal Windows
10 computer.

This is good news, Hodges3902. It is likely one of the startup items is causing Photoshop to begin the uninstall process. You can use the MS Configuration Utility to identify the cause of the unexpected uninstallations of Photoshop further.
Information on how to access the MSConfig Utility can be found at https://support.microsoft.com/en-us/help/4026130/windows-how-to-open-msconfig-in-windows-10 . Once you do locate the cause, can you please update this public forum discussion, Hodges3902?
