Photoshop Pricing: (1) Lightroom (2) Individuals vs Business

I am very confused about the pricing scheme and the Adobe website has no details at all. I am interested in only Photoshop and Lightroom.

Question 1:

The Business Plan only lists Ps but doesn't mention anything about Lr and there is no separate purchasing option for Lr. Does it mean that Lr comes with Ps in the Business Plan just like the Photography Individual Plan?

Question 2:

Why is the "Photography Individual Plan" (Ps + Lr) is only $9.99 a moth but the Ps Business Plan is $33.99? It's the same software, isn't it? Why does the Business Plan for the same software cost 3 times more than the Individual Plan?

It is my understanding that one "Individual Photography Plan" subscription allows for 2 installations on 2 different computers.

Correct. Both installs to be used by the same license holder but not at the same time. Also, installs are not for sharing with others.

Special Photography Plan includes Photoshop & Lightroom & Bridge & Mobile Lightroom

You would want to buy the special plan, which is a bundle that Adobe made for photo editors

2 - Adobe made a special bundle for picture work... I don't work for Adobe so I have no special knowledge why

Creative Cloud for Teams Photoshop CC (what you're calling the Business Plan) is a very specific plan for institutions and corporations with multiple users working in teams. That's Photoshop only. No Lightroom. But it does include other tools which are important to Teams such as centralised license administration - so it's not tied to individual Adobe IDs.

None of that is of interest to most individuals.

As a private individual with an Adobe ID you can subscribe to the Photoshop Single App plan for $20.99/month if you really don't want Lightroom but do want some of the features only found in Single App plans.

There are subtle differences between the $9.99/mo Photography Plan and the $20.99/mo Photoshop Single App plan explained here, such as 100GB Cloud storage (compared to 20GB). Typekit Portfolio plan (compared to Typekit Free) and Creative Cloud Market.

But the Photography Plan at $9.99/month is a no brainer for most private individuals.

We are a small company with 3 separate offices. Each with one person only doing Ps and Lr works. We use both Ps and Lr extensively but have no need for cloud storage, TypeKit, stock images, license management, etc, So it seem to me that the Individual $9.99/mo "Individual Photography Plan" is the way to go for us. Still one more question I need help with:

No. Only one Photography Plan per Adobe ID.

For 3 separate offices, you'll need 3 separate subscriptions (2 installs per subscription), with each subscription tied to a different Adobe ID.

So if you tie the Plans to the employees email address as their Adobe ID, you'll have to update the email address linked to those Adobe IDs when those employees move on.
