Hello, I dont know how to make a formal complaint and your help center (chat) is a disaster - no one can help me there.
Last monday (4th/2) I was trying to buy creative cloud for companies (one year, paid advance), In that moment I didnt have an account here (Adobe ID) - I pay by my paypal but I didnt get the product- all day I had problems with my limits on the credit card and when I finially changed it and wanted to pay you just returned to the first screen when you are ask to give the paypal/ credit card details. Adobe bloced money on my credit card ( Creative Cloud dla zespołów (Roczny, przedpłata)(YEAR) 839,88 EUR Przedmiot nr 65229228). Paypal dont want to canceled the payment and they write me that if adobe accept the payment it will be not possible to canceled it! So dear adobe, I already bought a creative cloud from different account and i dont want you to took my money twice. Tell me how to stop this madness and how long I need to wait to have my money back. Hlep center told me ( i have screen shots) 3-4 days It was one week ago....

sometimes adobe staff check some messages. they'll be badged "Adobe" where mine says acp. do not give personal info to anyone else via the forums.
that said, you're best bet is contacting support via chat again:
