In case anyone else like me lands on this issue, the only way I was able to fix this was by running Adobe Creative Cloud as Administrator before clicking the install button for Premiere and After Effects.
The Windows 10 permissions dialog seems to have changed since the accepted answer was written, or I in some way have a different configuration. There is not an "Owner" tab available for the adobeTemp folder, and all its contents are deleted immediately after attempting installation anyway, so there is no way to manually apply inherited permissions to the installation files as the previous procedure suggests.
I tried restarting the computer and even granting "full control" to the Users group on adobeTemp without any luck.
In my case, this was the error I got for both Premiere and After Effects, sometimes for "MyriadPro-Regular.otf" and sometimes for "AdobeArabic-Regular.otf":

However, right-clicking Adobe Creative Cloud and choosing "Run as administrator" allowed Premiere and After Effects to be installed easily and without error.
The font already existed in the Windows fonts folder, by the way, so I would think this headache could be avoided if:
a) The installer checked if it needed to copy this file before attempting to do so
b) The installer always required elevation to run
