Johnh28792 typically if the Setup.exe is failing to initialize then it is due a previous installation being recovered or moved to the new computer.

I would recommend you run the Programs and Features Control panel and remove all installed Adobe applications.  Once this is done you will want to run the CC Cleaner Tool available for download at Use the Creative Cloud Cleaner Tool to solve installation problems.

If you continue to face errors with the installation then please review the installation

Sherrymi what is prompting you to install Creative Suite 3?  Is this a new laptop?  If so did you transfer or migrate any of your files or applications to the new laptop?

Finally ,what operating system are you using on this laptop?

I have the same issue with Dreamweaver CS4, moving to a new laptop.  Deregistered old copy, downloaded Install from Adobe and get the same error message.  New Dell laptop with Windows 10.

If you continue to face errors with the installation then please review the installation log files to determine the exact cause of the installation failure.  If Setup.exe is closing then the relevant errors may be available in the PDApp.log.  Johnh28792 you can find complete details on how to locate, and review, the installation log files at Troubleshoot installation with install logs | Adobe Creative Suite 3, Adobe Creative Suite 4.
