Thanks. I have eventually fixed the problem which was related to CoreSync. I had to change the properties of all executables in the Adobe Sync folder and to enable the "Run this program as an administrator". Then CoreSync could update normally (the update always failed before doing this) and the Sync option buttons were enabled.

There could be multiple reasons from conflicting processes to the network errors.
Could please try to connect to a different network and check if that helps?
Additionally, let me know if you are on a windows machine or Mac?

I don't know what "connecting to a different network" means. I only have one home network connected to the Internet. Am I missing something ?

What executables did you change?
I believe I am having the same issue, to resolve did you just run all of the Adobe Creative Cloud executables as admin?

Actually, my fix didn't last very long and the problem was back after the next update although I had set the properties of all executables related to Adobe Creative Cloud to "Run as an administrator".
I recently discovered that the problem was actually due to Coresync.exe not being launched when needed (don't ask me why) or not correctly installed. I noticed that if I launched coresync.exe manually and then launched Adobe CC desktop, everything was working correctly. So I have added Coresync.exe to the HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows\CurrentVersion\Run key (just added a new REG_SZ value named Adobe Coresync and pointing to the executable path : "C:\Program Files (x86)\Adobe\Adobe Sync\CoreSync\CoreSync.exe"). Strangely enough, Coresync.exe is not launched upon startup if I add this value to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run. I'm running Windows 10 Pro 1809.
After creating this registry value, Adobe CC Desktop worked normally and the sync options were no longer grayed out.
This problem and other Adobe CC desktop installation issues are obviously related to permission settings not correctly handled by the Adobe CC installer. I'm reporting these issues since years (and I'm not alone) and I never could obtain any accurate information about what permissions are needed to have Adobe CC Desktop behave correctly. The instructions given here Adobe Creative Cloud, needed to resolve this problem, is missing or damaged are clearly not enough. The Adobe CC Desktop installer is a failure. This code is buggy but as usual, Adobe prefer to explain us that our systems are faulty. The whole thing is overly complicated and should be redesigned and simplified.
Also, I think that most of these problems are due to CC Desktop being still a 32-bit app while everything else in the Adobe CC environment is 64-bit. This is inconsistent.
