The cursor in the edit is always what looks like 3 "equals signs"

The cursor is always three "equals signs" in a line.  I cannot crop photo.  It sometimes tries to rotate.

Windows 7.  New PC came with Trial version of PSE 9.  Applied Serial number from previous computer and gt the three "equal signs.  Therefore uninstalled and installed complete version.  Still the same problem.

Help please.

The system wide font size is probably set to something other than the default 100% size.

Go to Start>Control Panel>Appearance and Personalization>Display and set to the Smaller-100% (default)
