Unable to Install Creative Cloud - Windows 7

I have followed the instructions - attempted all steps based on Adobe Support help from the forums here - to no avail.

I am using Windows 7

I have other Adobe Products [Lightroom 4.X, and PDF stuff] - I am able to download the software from the correct location - but still get an error that tells me that I am not connected to the internet.
