Unable to install Photoshop 24.6 Error code: 183

Hi,  all.

I can't install Photoshop v24.6 on my windows laptop, the error code is 183,
I have tried countless times referring to Adobe's suggestion,

or turning off antivirus software, etc.,
But still can't install.

Please can someone help me?

Try running the installer with admin priveleges. I say this because the log says "Create Process failed", maybe that could be a permission issue.
