Unable to use Lightroom Classic and Photoshop since using a month ago

I don't know whether it was a windows 11 update or last adobe update but both my photoshop and lightroom no longer open, Error 101 mostly or Could not complete your request because file is locked. Clicking on Lightroom does nothing, Photoshop gets stuck initializing. Have tried deleting all Adobe, using Creative Cloud uninstaller, Creative Cloud Cleaner Tool and cleaning out registry. Then re-installing Creative cloud and then the apps ad-infinitum but still a no go trying to get them to open. Have tried "every" solution on the internet, multiple times. After 10 hours I gave up. I have a 64GB workstation with all SSD's. Never had an issue before.

Sorry to hear you’re running into issues launching Lightroom Classic and Photoshop. Error 101 is usually an installation error, but since you’re seeing it on launch, let’s try a clean setup to rule out any conflicts. Please remove both apps along with the Creative Cloud desktop app and all associated folders using the Creative Cloud Cleaner Tool, then perform a fresh reinstallation of Creative Cloud, Photoshop, and Lightroom Classic. If the issue persists, try creating a new Windows user account and launching the apps from there to see if the problem continues.
