reset the cc desktop app: make sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

I had a similar issue.
Make sure that you have all Windows updates that are available.
The one thing that was causing it for me, believe it or not, was that I needed to do a clean installation of the latest Studio graphics driver from the NVIDIA website. After doing that and restarting, all was OK.

if there'd been a restart needed for the cc app, resetting the app should have worked. did you try that before restarting your computer?

@Marion26281451rvqd, thank you for that info. (it indicates there was something other than the cc app preventing the update.)
