Hi _Chan,

Welcome to Adobe forums.

For Windows: Please open the task manager and terminate the process of "dynamiclinkmanager".

For Mac: Open the activity monitor and kill the process of "dynamiclinkmanager".

Please make sure no adobe application is open while you are installing an Adobe product.

Kindly reply if you need further help.

Thanks
