Twitter's AdobeCare sent me to a place to file a bug that doesn't work, but points me kinda sorta here, but I still don't see where to file a bug report.
And they're not answering my requests for help (it's the weekend), I'd really appreciate a link. Anyone?
(The bug actually relates to creative cloud login for Photoshop Lightroom Classic.)

I appreciate your resposne, but it was not helpful, probably because I was unclear.
I already have contacted Adobe Support, I had (via social media) they had pointed me at the very same link https://www.adobe.com/products/wishform.html that you shared, and the reason that I wrote here is that link gave me an error message, saying that bug reports for Lightroom and similar products had been migrated to a different platform, called bugs, right here. It gave me this error message at the time I attempted to attach a screen shot using the "insert image" function within that site, attempting to attach a screen capture of the bug I am actually trying to report.
So I am looking for it, right here, like the link you gave me told I should.

They turned off bug reporting etc. for some products on the 24th, and will be putting up something new on the 31st.
I just happened to unknowingly wander into this on the 26th or 27th, and was very confused.
Post your request in the Lightroom Classic forum. A forum moderator can correct the posting if it's not correctly posted. 😉
