‌If it's Photoshop CC2014/2015 you need to install the Creative Cloud app.

Did you uninstall PS before updating your computer, if not you may need to get in touch with Adobe to reset your usage count.

After installing sign in with your Adobe ID( Email address ) utilized for purchasing the subscription/membership of Creative Cloud.
