Since late 2011 I have been happily using about 20GB of Creative Cloud Storage, acquired through purchasing Adobe Android Apps (Collage, Photoshop, Proto, Kuler) for Tablet, today, 20171210, I had to re-install Creative Cloud and my account now shows the free account storage limit of 2GB.
If anyone has any ideas on how to address this with Adobe or has seen Adobe do this routine in the past, please leave a note here, Thanks.
p.s. That 20GB was actually 22 with a purchase of photoshop_touch_for_android_phone, another 2GB,

check your account to verify your subscription is what you expect and to verify your adobe id (used in the next step), https://accounts.adobe.com/
if your account shows your subscription is active:
1. sign out and then back in to your cc desktop application using the same adobe id above to verify your subscription: http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html
