when downloading creative cloud nothing loads, after more uninstalling, reinstalling, wizards of the adobe platform tried to "take the hand" on my pc but nothing changes.

I'm sorry if maybe it's mistranslated.

what's your os (including os version)?

has the cc desktop app ever been installed on your computer?

has any cc program ever been installed on your computer?

can you download the cc desktop app installer?  if yes, what exactly do you see when trying to run the installer?

The operating system on my pc is Windows 10 version 2004. 
I bought my computer at the end of October because before I had a very old one which was 11 years old and Windows 7.
When I download the CC application, it downloads but then it loads without any application (photoshop or other). Then afterwards I get a message that says "loading takes too long, restart or quit.

the cc desktop app from here https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html downloads without problem, correct?

 

then you install it without problem, correct?

 

then when you try to download a program (eg ps), you get that error message, correct?

 

if yes to all three:

 

first try, resetting the cc app: To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
