After installing Adobe creative cloud and logging in for the first time, it asks for a phone number.
-Any number we enter returns “invalid phone number”. We have tried (for example) 111-222-3333 / 1-111-222-3333 / 1112223333 / 11112223333
-When choosing “skip”, the app crashes
This is on macOS 10.14: Mojave

have you tried entering the phone number via the "Adobe Account Management"?
To add your phone, sign in to your account (account.adobe.com), click on "Profile" at the top and switch to the "Password and security" tab. There under "Account recovery", you should be able to add your phone.
Maybe this way works?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
