Error Code 206

Hello, 

I keep getting an error code: 206. I've been trying all day to fix this but it doesn't seem to want to work. I have made sure that my firewall and proxy is off, I've turned off my antivirus, I uninstalled my antivirus, I uninstalled adobe cloud and reinstalled it. I've done everything that I could think of to try and get this fix but I still get an endless loading screen. If anyone can help it would be greatly appriciated!
