You may have this sorted now but I recently got this issue come up on Windows 7.  Ive looked at various blogs and the simplest workaround for me was to close down my libraries window.  Currently its seems to be solving the issue when using AE and AI....hopefully I've not jinxed it! For AE I just closed it, but with AI I had to open a file, close the library window, resave the file, and close down the app so the libray window isn't active when you open.

My computer just started doing this recently as well.  I don't know if it's an adobe issue or not but when I googled it I came across a few threads about it on the Adobe Support site here....  I'm using Windows 10 myself and this is over a year since you originally posted this issue and doesn't look like you've gotten any answers/solutions yet?  Do we know for sure this is an Adobe issue?  Like I said my computer just started doing this recently... just looking for some answers.

Thanks & good luck to us all...
