You can use Photoshop (subscription) or Illustrator (subscription) or Photoshop Elements (purchase) as well as other Adobe applications.

Congratulations!
If your business is important and you plan to have your menus professionally printed, hire an expert graphics designer to help you. A lot of things must be considered beforehand such as colors, branding, fonts, paper and cover styles that will compliment the theme of your restaurant.
Or contact your print professional and ask them what they expect in the way of artwork. I guarantee they won't accept anything made in MS Word unless you convert it to PDF with a high quality, CMYK print profile.
For printed artwork, I use InDesign, Illustrator and Acrobat Pro DC.

I would never use Word for a restaurant menu.
Use InDesign. There are lots of restaurant menu templates online.
Or hire a professional graphic designer.

Hi,
reinforce what they have already told you, I would seek help from a professional to help you, unless you are looking to learn and you can do it in Indesign, maybe Illustrator, you can download templates.
I do not know another option could be spark, go to spark.adobe.com and check with post if you can generate something.
I still lean toward the former,
Regards,
