I signed into Adobe CC this morning and downloaded the desktop app. When I tried to install InDesign it is telling me that it is not compatible; that it will not support below Win 10 1803. I have Win 10 1909. Any suggestions on what could be going wrong?

I have a new user with a freshly loaded computer and is getting the same thing. I have tripple checked that she is running Windows 10 1909 and is fully patched. The Adobe Created Cloud desktop program was installed today and almost everything reports Not Compatible. InDesign did not say this, but when we try and install it gets to around 5% installing and then errors out and the error is that we need to upgrade Windows.

Creative Cloud system requirements. You need Win10 & a 64-bit computer.

Download and installation is a 3 step process. It would help to know from log files what's interrupting the process. See help articles below.

It is very upsetting for Adobe to just change all the apps without letting us know. One person i spoke with today said I would be able to download the earlier versions, but that incorrect. And, without having been notified, projects started on the older app may not be available to view any longer

>download the earlier versions
Adobe now offers the current and ONE older version via the online program manager
.
I do not know how far back this process will go, but try this link
-NOTE that you will have to search the site for your specific download
Direct Download Links https://prodesigntools.com/tag/ddl MAY help
-you MUST do what it says in Note: Very Important Instructions
-https://prodesigntools.com/adobe-cc-2015-direct-download-links.html#download-instructions
-the prodesign links go directly to Adobe's file server, so this process will
--only work until Adobe completely removes the old version(s) from the server
.
IF/When you do have a download, be sure to copy it to AT LEAST one external device
-since Adobe does sometimes remove old versions from the server
-a usb flash drive or external hard drive, or write to a DVD

Upsetting how? Not sure what that means.
The latest system requirements and "What's New" release notes are publicly posted on Adobe's website. You can access them whenever you want, 24/7.
Most CC apps work on Win10 (64-bit) version 21H1 and 21H2.

You're under no obligation to upgrade your CC apps to new versions until you're ready for them. The option to turn off "automatic app updates" is in your CC Desktop Preferences. Also Creative Cloud does not auto-remove the previous release version from your system unless you check a box or click on the Uninstall button.

The apps do not work unless you do updates so I'm not sure what you mean by just turning off updates

Untrue. Apps work until you uninstall them or until you upgrade your computer.
You do not need every app update or upgrade that rolls out unless you want it. It's entirely your choice.
