Bootstrap 4.1.1 within Dreamweaver.

I know before I was recommended to link the CDN. But I like to work locally. So, I decided to download the CSS, the JS, the popper and so on and just save it into the "css" and "js" folders accordingly inside my project. And of course I override the original bootstrap 4.0.0 which comes already in DW. So, when creating a page, I attach the "bootstrap.min.css" version 4.1.1, locally, calling to a css folder, and the same for the "js" folder. And I deleted the links to the CDN of course too.

Then, I made a quick testing using the ".carousel-fade" a class which arises with the version 4.1 (or 4.1.1) and it worked. But, I don't want to state that "it really works!" for that reason I want to ask to you experienced people that if what I got in this testing is just a "coincidence" a "lucky hit", or it can really work in DW CC.

Why I was recommended to use CDN? Well, it's easy, updated, no too much to do locally, but besides that, is there any other reason? If I work locally with all these things exposed, might bring me problems?

Ok, I will paraphrase in easy words:
"Adobe is a commercial business and they will not allow users to make essential changings to their software (like incrusting a different version of bootstrap). I don't talk about copyright or DRM. I talk about functionality."

Only reason to use a CDN linked framework is it reduces the page load time. Personally l use a CDN because its just plain simpler. I dont really believe in this page load time stuff unless youre running a massive site and your server is being hit 3000 times a second, its all bullshite as far as lm concerned.

Too many unimformed players using workflows and techniques that companies like facebook and google might use just to be trendy when if youre developing a website for your local landscape gardener who is likely to only get a couple of hundred hits a week, if that, the simpler the worflow the better.......be sensible and trust your own instincts because these days web development if fast decsending into a farcical, comedic profession blighted by short sighted developers who have never known anything else but frameworks.

If you want to use a locally linked css, js file for frameworks then go ahead and do so its not going to make a massive difference in page performance unless youre developing something big. One key point would be dont be tempted to alter the locally linked framework files, which might be silly and cause disruption unless you know what you are doing.

Go ahead and use the workflow you feel comfortable in using is my advice.

Bootstrap 4.0 and 4.1 are very similar. 

Dreamweaver offers you  code hints and classes from the CSS file you're using.  So you may opt to use whiechver BS version you wish.
