Why are declaring charset windows-1252 ?

Change this

<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">

to

<meta charset="utf-8">

It would be better to see you full page source code, including PHP source if possible? At least we can try to duplicate the issue your having then....
