Resize Design Window & Working with Workspaces

Hi  - I apologize b/c I don't even know the right language to use to ask the question. I had to reinstall DW and am using Design Mode. When I open a file/page, it takes up the entire screen. I used to have it so the file panel was on the right, the html page opened on left and the file panel could be docked (and they did not overlap). So, I'm excited the properties panel is finally in the right place (docked at the bottom) b/c that's always taken me hours to get right. But, how do I shrink the design page column so it doesn't take up the whole screen and I can dock the file panel on the right side of the screen? 
I know I'm not using professional language here, so please with me. Thank you!

Click on Window --> Application Frame. That should be enough to fix your issue. If things are out of place you can also click on Standard in the top right and "reset" the standard view if it's not how you would like it. If the changes are not saving then you should reset preferences in DW.

I don't see application frame anywhere. The program is basically unusable b/c I can't set the workspace the way I need it. Yes, I have several saved workspaces from the times I did finally get it right. But changing standard/developer/custom does nothing. They just don't work.

To resize your document window, use the Context Menu below your document to select which sized device to emulate.  See screenshot.  Options range from very wide to very small.

Also see Creating A Custom Workspace.  Optional Toolbars & Panels can be opened/closed from the Window Menu.  Click, hold and drag panels until you see a blue outline indicating a docking region, release mouse.

Every time DW updates I lose my workspace. I can play around enough to get most of working. However, I can never figure out how to resize a panel and in particular, how to get the Properties panel to dock at the bottom. It's so confusing and I've been using DW for almost 20 years. The program is fine - the workspace is as unintuitive as it gets. I'm in the standard workspace and the properties panel is just floating across the bottomw across both the design and files panels. I cannot figure out how to make it smaller or how to dock it. Is there anyone who consults who can just remotely log in to my computer and fix this? I've done it at least 30 times and I never know how it actually gets done. I'm beyond frustrated!!!!!!! TY!

What OS are you using? If you are changing the settings and when DW updates everything is getting lost, I am thinking this is more of an OS issue with permissions. If you have already reset your preferences ( https://helpx.adobe.com/dreamweaver/kb/restore-preferences-dreamweaver.html ) and the issue is persisting you may need to consider migrating to a new user account on your OS as there may be read/write permissions issues preventing DW from saving the settings thus they keep getting reset.

Did you save your Workspace?

Custom Workspaces are saved in your Configuration folder.

On Windows -- C:\\Users [your_name]\AppData\Roaming\Adobe\Dreamweaver 2021\[language]\Configuration\Workspace\
