I am having problems with my web page. When creating a new html, I use the bootstrap in order for my web page to work with different screen solution. The green and blue bar will not come up on my page.

This is not a bug.  It's an issue with your options settings.  I've moved this post from BUGS to DISCUSSIONS for you.

In Live View,  use Ctrl + Alt + H to show/hide Live View Displays (blue box).  See screenshots.

On the Options Toolbar (far left), click the 3 white bars icon to Toggle Visual Media Queries (green/purple bars) on/off.
