Unable to load framework for new HTML doc

Hello, I have dreamweaver for my web class and the instructions are to start a new HTML doc in Dreamweaver using Bootstrap. However when I click File > New > HTML the Framework panel remains blank. I have restarted the program, closed out of all windows and restarted the program, restarted the computer, updated the program, and uninstalled/reinstalled. I can't get it to load. I am running on a Mac OS High Sierra.
