I can afford Dreamweaver at 49.99 a month now but I am going to be retiring soon. Am I able to keep Dreamweaver on my computer? I realize I would not be getting updates.
If Dreamweaver is all you need, you could convert to a single app plan when your current subscription ends.
Single App (annual contract paid monthly)
US$19.99/mo

Unfortunately once the subscription ends, so does the use of Dreamweaver.
You my be able to keep using it for a few week afterwards, if you are not connected to the internet, but there is little point in creating web sites without being to upload them to server. You could use a free open source solution and a few extensions, which will give you the same functionality, providing of course you can code.
Brackets is the code editor used by Dw -
Also you have Visual Studio code -

I hope that's $19.99 a month and not really $1999

Bad copy & paste. Round it up to $20 USD per month.

If you have an older version, dating prior to your web subscription, you own it and you need nothing more. The current version of Dreamweaver is pretty much worthless when you honestly compare it to prior versions... especially for beginners or intermediate-level coders. Don't let the regulars here steer you wrong. If you are new to Dreamweaver and CC is your fist version, then you are pretty much out of luck and will need to find something else.
