Using FM9, is there a way to get footnotes to look like the following, where the numbers are right aligned and the text note sharing the same left margin?

Yes. On the Format > Document > Footnote Properties dialog, add a tab as the prefix. Tabs are specified by the characters slash + "t", as you see in the suffix entry. Then set the new first tab stop in the footnote paratag to be right aligned and positioned as needed.

You are correct, however, Sheila's instructions said nothing about the need to have two tab stops defined.
In any case, the solution accomplishes what I needed, therefore, thank you to Sheila and yourself for your assistance. 🙂
