Can you Save-As to a different file?

Also, it's unclear from your question exactly what is being written at the time. FM also updates your user copy of the maker.ini file when closing FM, and if there are permission problems with that, I'd expect to see a similar dialog.

Your file and/or folder may be set to Read Only or your user account doesn't have the required permissions to write to that location (Group policy?).

This is an operating system level issue.
