Does the Traditional Chinese Index Generation Work in FM?

I am trying to generate an index for a Traditonal Chinese document using the <$stroke> index keyword, but

it doesn't seem to work. It only places some of the character under the correct stroke category. Others are not categorized and the stroke sequence is out of order. For example, (10, 6, 4) instead of (1, 2, 3).

Here is what I am entering in the IX Reference Page.

Does anyone know if this is correct? The only Adobe document that discusses this was from Framemaker 7. Adobe has not provided any documentation on  this topic since then and it is not currently in any of their online help.

    I have no experience with this, but those who do will need to know:

    • What frame version? (presumably 8 or later, which supports Unicode)
    • Any chance the document is legacy? (from FM 7 or earlier)
    • What fonts are used in the document body and index?
    • Are those fonts legacy (e.g Big5) or Unicode?
    • What platform (Windows version, and 32- or 64-bit mode)
    • What frame patch level? (p-number in About)

    Here are my answers to your questions:

    • What frame version? (presumably 8 or later, which supports Unicode)  - Frame version 9.0p255
    • Any chance the document is legacy? (from FM 7 or earlier) - No. I don't think so.
    • What fonts are used in the document body and index? We have a custom combined font that we use.
    • Are those fonts legacy (e.g Big5) or Unicode? Unicode
    • What platform (Windows version, and 32- or 64-bit mode) - Windows 7 professional, 64 bit
    • What frame patch level? (p-number in About) - p255

    Has anyone had a chance to look at this? Is this a bug?
