I've been using FM9 at work daily since it came out. I have not had any 9004 errors until yesterday morning. The error message displays and FM9 quits when the program is a few seconds into the opening process, when the Localization progress bar has moved about 1/3 of the way. The program does not progress far enough to open the program window.

All other programs on this PC with XP are working, including the Adobe CS4 Suite.
I have all programs, including XP and Adobe programs, set for automatic download of updates.
1.
I uninstalled Winamp and powered off. It seemed unlikely that Winamp affects FM9, but it is the only program I've installed in the past few days.
I powered on, downloaded FM9 and installed it in "Repair" mode.
FM9 still quit with the same error code at the same place in the progress bar.
2.
I uninstalled FM9 and powered off.
I powered on and did a "Complete" install.
FM9 still quit with the same error code at the same place in the progress bar.
3.
I asked our IT guy for help.
IT uninstalled FM9 and also deleted FM AppData files and any FM in the registry.
IT turned off all virus protection programs.
We did a "Complete" install again.
FM9 still quit with the same error code at the same place in the progress bar.

As a temporary workaround, IT set up my PC with a virtual machine and we installed FM9 on that.
It works, but is too cumbersome for long-term use.
IT said that creating a new user name would work but because of the way our internal network is set up, this is not an option for me.
The tentative conclusion is that I have a program on this PC that is interfering with FM9.
When IT looked at my most recent updates, there were none for the several days before this problem started.
IT is considering giving me a new hard drive with Windows 7, which means I would have to uninstall and reinstall everything from one hard drive to the other, redo all my preference settings, etc. Any suggestions on what to try before we do this? My concern is that since I need to reinstall 100% of the programs on my current hard drive to the new one, is that I will get the same error.
I only found these two tickets on this error, so the problem doesn't appear to be widespread:

Sylvia, you don't mention the specific version of FM you were using; had you installed the updates (all of them sequentially) to bring it up to 9.0.4 aka 9.0p255?

Sheila,
Thank you for the reply.
Since I uninstalled FM9 in order to install a new download yesterday, I can't check the version number. All I can say is that whenever I was prompted to do updates for any program (including CS4 & XP), I did them the same day I received the notice.
The new FM9 download (yesterday) that I successfully installed on the virtual machine is Version 9.0p230. This is the same download I installed on my PC that gets the error at opening.
Since my first post, I also tried deleting
C:\Documents and Settings\[User]\Application Data\Adobe\Acrobat
in addition to
C:\Documents and Settings\[User]\Application Data\Adobe\FrameMaker
then uninstalling and reinstalling FM9
It didn't help

Jeff & Art,
Thank you both. Fixed! I wish I knew what went wrong (and how to prevent it from happening again), but I am grateful it is OK now.
Art, thank you for pointing out that the location of the Linguistics folder is not under FrameMaker, but at the higher level, under Adobe.
Re: You mentioned the "same point" in the progress bar, but didn't say what that was....
Description from my first post: when the program is a few seconds into the opening process, when the Localization progress bar has moved about 1/3 of the way.
Now I know that "Localization" is where it stopped, not a label on the progress bar.

You've probably got a corrupted Linguistics file - I've seem other threads that mention FM erroring out right at startup. Renaming the file & restarting FM should recreate & reset it.

First, be sure you downloaded the FM updates and installed those.
Second, there have been reports that one or more of the updates corrupt the Linguistics folder.
The fix is to delete/rename %Appdata%\Adobe\Linguist folder.
I haven't had this problem, but I have to assume it's rebuilt correctly if the program doesn't find it.
And finally, at what part in the boot does it crash? You mentioned the "same point" in the progress bar, but didn't say what that was....
