My serial number is valid (confirmed by support), and since I have a non-subscription version, no charge method is needed. It says I have 38 days left! How do I fix this?

Give the FM folks a buzz - see https://helpx.adobe.com/contact/enterprise-support.other.html#framemaker for your Adobe Support options. I'd recommend using the tcssup@adobe.com e-mail address as it reaches a team dedicated to Technical Communication Suite products including FrameMaker.
You might also be running into the "browser not supported" message that happened when Adobe deprecated IE on their licensing servers - see this article on how to fix that - https://helpx.adobe.com/tech-comm-suite/kb/deprecated-internet-explorer-10-with-ims.html
