I suspect you need to apply the same TOC paragraph tag to the "Software Upgrade to 12.11" text.

Is this a TOC file, or a mini-TOC in the chapter file?
Is the hypertext desired on the "CHAPTER 1:" text?
If so, is that static or generated content in the TOC?
If static, you'll need to either make it hypertext yourself, or having it be an Xref by $paratext to the text string "CHAPTER 1" at the destination.

In order to have FrameMaker generate hyperlinks in the TOC you need to have a chec mark here:

Yes, I have that. I noticed that 'Chapter' is clickable but chapter - 'text is not clickable.

many thanks for providing that script for free. However, I've tried to get it via the gumroad site and the buying experience is somewhat weird. First, I have to enter a fair price, otherwise I cannot put it into the cart. It's OK to enter $0, but this is reqired (but not described as such). Then, after successfully "buying" the script, I get an e-mail confirmation that I've bought this script. Nice, but there's no download link or any button to actually receive this script. Even after setting up an account on the gumroad site there's the confirmation that I've bought the script… but again without providing any download link for the script itself.
Is there a secret hidden download button or something which I don't find?

I meant to bring this up on your previous post on how to change the look of the chapter numbers in your TOC, but it's been a busy few days.
Whenever you add a character style to a paragraph, the hyperlink is limited to the text within that style, TOC included. I am marking Rick's answer as correct because his script will take care of this for you. (And I'm excited to learn that this script exists, because this comes up all the time.)
The alternatives are to edit the link boxes in Acrobat, or forgo the character formatting.

Another work-around to the Character-Format-breaks-hypertext is to not use Character Formats in the text line.
In many cases, Unicode code points exist that provide the character styling desired (if the required font populates them).
In this case, the ¶font would optimize for the "Software Upgr…", and the CHAPTER could be done (at the source page) via smallcap mimics from the Unicode IPA extensions, Phonetic Extensions and Latin Extended-D ranges. This would have a downside if the CHAPTER text per se needs to be searchable.
