Odd Table of Contents / List of Figures question

My client wants all sections/chapters to start on the right-hand page, and to add a blank page at the end if that is an even page.

Simple enough; but they also insist on putting a line saying "this page is intentionally blank" when that even blank page occurs.

So, their Table of Contents is just one page, as is their List of Figures.

Despite my trying to talk them out of it, they insist that they want "this page intentionally blank" to be on the second, blank page generated when the TOC and LOF are created.

I can't seem to figure out how to do that.

Suggestions?
