"permalinks" in generated HTML5?

We use FM2019 to generate responsive HTML5, which is published on our web site.

Is it possible to give customers permalinks pointing into headings/sections in this documentation?

Foe example, in the documentation there's a heading/section named "Result Data Types".

In the generated HTML5, a cross refererence/link to the heading looks like:

https:// ... /ops_values/ops_values.htm#XREF_49655_Result_Data_Types

The number 49655 makes me think it can change the next time I make changes in the FM-files and generates a new set of HTML5 files. Which means the link will become useless.

Is there a way to have more permanent links?

Only if you did away with the xref - once set, I don't think the unique ID of a xref changes.
