Does anyone know the difference between 2017.zero and 2017.one?

Usually point versions are bug fixes, but Adobe is treating 2017.one as a completely separate version.

I'm primarily interested in the changes to FrameMaker and to Captivate.

July release of TCS 2017 has Captivate2017 include. Update zero had Captivate 9. That is the only difference.

You might want to wait for couple of months there should be a new version soon for both of the products. if you are looking for upgrade.
