FDK doesn't show up when running FM clicking Fm or book

Hi

I built simple hello2 fdk from FDK2019.

When I run FrameMaker throught start -> FrameMaker 2019 - I see it in the menu.

But, when I clicking .fm or .book file - I don't see the plugin in the menu anymore.

do you know what might be the reason ?
