I just got fresco 3 days ago, I learned abouth the discover page for brushes.

I went to install one (spatter) and all it did was "Adding in progress" and never changed (over 2 hours)
I decided to restart my iPad and now the discover page is all "Loading..."

How can I fix this?

You can always try to uninstall the app and reinstall the app.

Hello!
It may be possible that it's a sync issue with your Creative Cloud storage (where all your files go in Fresco as it's all saved in the cloud)
Do try to resolve it, you can try to go to your CC web page
https://creativecloud.adobe.com/
and log in (you can do that from the Ipad or a computer)

when there locate the cloud icon

if you click on it, you'll see the sync status and storage remaining

you can also check if your brushes are well installed in your libraries

(you can even create new libraries and install brushes from the web page if you prefer)

If you find your cloud storage is forever syncing, you can stop it temporarily and enable sync again after a few minutes (which generally solves it) but only by using the CC app. It's free to download and you can pilot all your files, Adobe account, install new versions from there and then some)
It can be found on the Apple App store and is free
https://apps.apple.com/us/app/adobe-creative-cloud/id852473028
When you access the CC app, click on the cloud icon, check "pause syncing", wait a moment, click again to resume.

hope it helps!
