hiya,newbie here.... 

are these compatable? and if I upgraded to a laptop that will run the adobe cloud apps, and is compatible with the XP-Pen...

There's a list of compatible devices here https://helpx.adobe.com/fresco/system-requirements.html.  Don't fret though if your device isn't listed,  more Windows devices are eventually going to be added
